It should be very easy using a system like the attached picture. Being in Holland you should have access to a wide selection of variable vane turbos.

The hand cable pulls on the vane lever and the actuator (a normal wastegate actuator) prevents boost from passing a safe level. Using VNT turbo with an electronic controller will allow finer control of pressure due to their longer vane control lever.
