Since you want to stay with the wastegate turbos, another idea for low end grunt is compound setup.
Perhaps using a Mitsubishi (MHI) TD04 or TD05 type for the small turbo and then a HX35-40 for the upper range. The MHI turbos are plentiful and have different sizes within the types and are closely related to the Holset HX20-27 models, and of course you can get the HX35-40s anywhere.
