What is the purpose of this valve and is it safe to remove the whole unit?

I don't think that's off an om602 as they are 5 cylinder and that air box looks like its off a 4 cylinder like om601

I don't know about the 60x engines but many other diesels have a throttle valve that closes when the engine shuts off A) for stopping the engine bouncing off compression and rocking when shutting off and B) a handy side effect of a safety feature if the engine ever ran away somehow.

i would think that it would be for the EGR system. the turbocharged engines use an ARV that bleeds boost to allow more exhaust to feed into the intake. on an NA engine you could get the same effect with a throttle valve to create vacuum.

That is correct. This is part of the EGR.
