Sounds like flutter to me. Need to see his setup but I bet that's the crossover valve closing and a bov that is slow to react.

I have heard all kinds of different BOV noises, especially being out in Glamis with all the turbo sand rails and Subaru setups...
Would help to see his setup as Dieselboy said, but initially I'd put my money on BOV
