How did you route the exhaust side? The butterfly valve you showed should block off the big turbo and not the small one, so when the big turbo is needed the valve opens and lets the big turbo breathe. Problem is when that valve opens all drive pressure will fall to zero and boost will fall with it and you get a big step in the power curve and big puff o smoke. I couldn't really work out how to control staging like that mechanically ie lots of actuators and flappy things (the onus being on not using electronics). Perhaps the small turbo wastegate feeds the big turbo to start it spooling before flappy opens?
