How is the NA injection pump off from a 1980 or 81 300TD different than the 617.952's? Does it have the same potential for overall fueling? is this a good IP to start learning how they work?

Its the same pump but with a barometric aneroid instead of boost and the governor tuning is different.
Unless you have it calibrated on a test bench first, its best to start with a turbo pump.
