Is this something I should decrease pre-boost fueling or a rack adjustment?

How you fix it depends on what kind of pump it is, but essentially you need to reduce fuelling off boost if it's smoking excessively off boost.

you could use the fuel limit table to accomplish this if you wanted. Just keep lowering the allowed fuel in the appropriate cells until the level of smoke is to your liking.
