I finally got everything back together, and I'm afraid to really drive it since the turbo is whining pretty loudly. I replaced the oil supply line and cranked with the injector lines off it to get oil moving before starting it. I let it warm up at idle for 10 min, but then as soon as I revved it I heard some serious whine.

Anyone ever heard of a turbo whining initially until broken in?

Turbos do not break in.

How much play does the shaft have? Check for air and exhaust leaks.

isn't this sound created by airflow?
Compressor wheel (edges) deformation/dents?
Or some resonance over the compressor wheel?

I leak-checked everything, too. I called down to the rebuilder, who said send it in. He suggests it might be out of balance.
