under the airbox you will find the wastegate.
open that housing by removing the 'tang' it's like 2 coils worth of a metal slinky jambed in the outside of that housing.
Not bad to get out but a b!tch to put it back in. Inside there will be a bolt with 2 nuts on it the outer nut retains the position of the inner one. So you need to separate the 2 as they will be jambed together. Tightening the inner nut will raise the amount of boost in the intake before it is wastegated.
then, lock the 2 nuts back together and put the tang back in. I believe they say one turn in like 1 psi. I have cranked mine up and now get either 10 or 10.5 psi on my gauge.

I worded my inquiry as specific for turbo when I seek the whole picture so as to do it wisely.
I gather there may not be a simple 1, 2, 3, stepwise, plain language succinct recipe in print here for hot rodding the 617 turbo engine by cranking up the turbo boost and fuel input.
From browsing around it seems
- one monitors exhaust gas temp so you do not overdo it
- adjust ip for upping fuel input before turbo adjustment
- the balance that with boost increase
