But first make sure the timing is o.k.
If the timing is o.k. already then increase fuel.
(But I believe your timing is way off because of the abnormal EGT)

Is for a twin scroll turbo. It blocks one side off till it sees boost and opens up for full flow.
Some people have had good luck with it.
This is a very big turbo even if it is a ball bearing.

I would want to try a smaller turbine housing.

GT3582 has a 82mm exducer, this is almost as large the HE 351ve. HX35, HY35, HE341 even a HX40 would all be smaller and easy to find (here atleast).
That said with 7.5mm elements you should still be able to get it spooled without too much trouble.
Have you tried driving without the exhaust on?

maybe you hafe a ALDA on your pump, make sure the box is connected.
and if the screw is totally in, try to turn out.
and test again

instead of buying a quick spool valve you could make up a plate that fits between turbo and exhaust manifold and block off one scroll. This should increase you boost pressure. Although i think you have pump problem.

Yes I have very well open 3" exhaust now and the car is a little better, I can get 10psi at 4rpm under heavy load. But smoke and exhaust heat is still big problem. Next step is to doble check the timing with time gun and se if the pump starts pumping at 25dgr before TDC.

Yes I have ALDA and it is connected, I have both turn it in and out and the smok decreases if I turn it in but the exhaust heat is still high.

Some progress,
Found broken junktion on the exhaust manifolt causing the boost to come late, then I foun out the wastgate govenor opaned at 8psi.
Now I have some power and up to 18psi boost pressure.
I still have to much smoke and to high EGT.
The tine is set to 18dgr After TDC.
Is it ok to block the wastgate if the pressure never goes over 20 psi? (603,960)

Since you were able to raise boost by adjusting wastegate I would make sure is not opening. Check intake monifold for air leaks to make sure you are not loosing boost there.
High temp. might be caused by timing, too much exhaust restriction or not enough air for amount of fuel delivered(low boost). You will have sort it out.
What is controling your wastegate - boost or exhaust back pressure?
Sometimes to reduce black smoke you have to control your foot.
