w123, no fuel gauge, no odometer and no dash lights
The dash light are usually the rheostat behind the dimmer switch one screw on the back of the cluster. But before you replace it get in the car at night in the dark and turn the switch up and down repetitively and see if you can get the lights to flicker! after awhile they might start working! I could usually get them on and leave them in the brightest setting.

Maybe fuel gauge is a stuck sending unit in the tank?
I've owned two of these w123s and both sending units were stuck. There is a thread somewhere of a detailed disassembly and cleaning. You get at it by removing medic case in back. Clean the shaft the float sits on. Carefully of the tiny guitar strings.
Also for the lights you could bridge the rheostat if you don't want to bother replacing.
