I was wanting to know any turbocharger with a T3 Exhaust Flange will bolt on to a OM617.95 exhaust manifold since its a T3 type flange...

Yes. Although, some have holes, some have studs and some have threaded holes or any combination of the three.

So are the holes or studs that is on the turbo differ (size, location) from the bolting hole on the exhaust manifold

FYI - a pintle hook trailer hitch bolt pattern is also the same as a T3 Turbo, this is how I made my adapter plate with scrap laying around in my garage.

111 tube chassis car/undergoing full restoration. Body work in progress. Merging with a 1996 S500 (119 engine, 722.6 trans, and both subframes)
