If it can be done it needs to be done by a tuner.
You can create an emulator on the CAN bus though that will give you what you want. You need neutral safety and then 1st gear positioning from the tcu. It will operate with just the tcu unplugged from the transmission but it will have a check engine light. You still need the shifter status. But that can be done with some switches. One setup for p/n and one for Drive position. It can be operated without the shifter but you have to hold the key in the start position for around 10s before it will start.
