I have an om606.962 which i am dropping into a 4x4 project. But the .962 power ouput is above the allowed 120% of the original engine by my local testing authority.
If i were to remove the turbo it would bring it down to the allowed level.

What would i need to do to run the engine without turbo?

Lets just say at some time in the future, the turbo may go back on.

You probably need an older M-pump and turn the fueling down to match the 'no-boost' condition you are describing. Will suck at any rate. I would talk to Baldur. He may be able to provide an ecu for you to work with your E-pump and no boost.

Just remove the turbo the reaction of the ecu to this will be not to close the wastegate any more

It will not go any good. Removing turbo from turbo EDC engine will result in limp home mode which in no means give you maximum power for given air which is in this case something like 80-90kW. You would need that baldurs ECU or chip tune for that engine to operate propertly without turbo. Just by removing it, it will go like anything from 20-50kW at most.

How will removing the turbo help, are you allowed to modify a more powerful engine to make it fit inside that ridiculous rule? How do they certify that the car doesn't make too much power? What evil totalitarian government is responsible for this mess?

If power is measured you don't need to remove the turbo, just disconnect the ALDA signal hose from the pump if you have a mechanical pump or the MAP sensor hose if you have an EDC pump. The pump won't see increased boost and won't add fuel.

If it's a rolling road test, just put a brick under the accelerator pedal so it can't go full throttle...

Assuming that you are using the 6mm electronic OM606.962 pump, I would try keeping the turbo but use the 5.5mm pump off an OM606.912 and see if that gets you within the acceptable range.

Then no additional fuelling based on boost.
My ecu runs fine with no boost ( when a boost pipe pops off)
Saves removing the whole lot.
Otherwise your into blocking oil feed and drain and fitting an N/A manifold or adapter.

If I were you I would get an actual 606.91x because they could read the engine number and it clearly says 606.96x. Install turbo pistons and rods in it. Once you pass inspection install turbo.

Remove turbo and intercooler fit n/a manifold.
Fit new chips and engine won't go into limp.
Refit turbo and new chips will give full power once boost is seen.
Easier than swapping engines or internals.

You only chip tune to stop limp in this instance .
He only needs to show the turbo is not present.
Not running low boost and fuel.
