OM605912 with OM602 IP = ELR PROBLEM

I am looking for help.
On OM605912 I installed IP from OM602 non turbo
Engine run perfect
Problem is with ELR connected run 850 rpm on idle
ELR disconnected idle speed 600 rpm
On top ELR actuator fine idle adjustment cant help
When I turning to reduced idle speed ELR pushing up speed
I need get very extreme low idle adjusted by fine idle adjust bolt
to get 700 rpm
When pres accelerator rapidly and release become huge drop of engine speed and engine stop.
Looks need some internal adjustment in IP
