The turbo looks nice and everything looks like it was well done. They even machined the silencer ring so it looks more like a ported housing.  Now for the results...

So I am open to ideas. Still only 30psi. My thoughts are I am burning all my fuel or exhaust maybe too restrictive at full 3 inch. My pump says 160cc on it and is turned up all the way. Not sure where I should go at this point. Sell off turbo and go HX52 or try 4 inch exhaust. I may also try messing with my cams because I do have bigger cams and I think advancing them may help a bit. Im going to keep testing and trying. I will read EGP after the turbo and see. If its a bunch I will go full 4 and see if that helps.  I may try dropping half of it and see if that help.

Give us some data other than "still only 30 psi"
EGT, amount of black smoke while at full boost, the exhaust manifold pressure when you're making 30 PSI in the intake

are the ones I'd call the most useful in telling you what you need to do next

Even forcing veins closed more won't build more boost now?

Also has spool changed much with new turbine

Its hard to tell if spool changed since it has been so long. 
Forcing vanes closed more just backs up system and makes less boost and just higher EGP.

Maybe I am just burning all my fuel. Its a 160cc pump or at least that is what its stamped with.

I would say something with your fuel is lacking. 700c is not hot, and if it's burning fairly clean I'd say it's out of fuel. 160cc is a fair amount, but not a lot. Have you confirmed its at full fuel?

Have you tried throwing more timing at it? That will put some more heat into it

I would say something with your fuel is lacking. 700c is not hot, and if it's burning fairly clean I'd say it's out of fuel. 160cc is a fair amount, but not a lot. Have you confirmed its at full fuel?

Yep ALDA is maxed and fuel screw is also. I did take the back cover off at one point when I was trying to raise the rev max gov RPM to 7k. I did what Goran said but sometimes he isnt the most clear all the time. Maybe I need to mess with tq control capsule?

I looked yesterday when accelerating and its hard to say but at 80mph there isnt a lot of smoke....really just a hint.

Well I turned my the torque control capsule to the point of run away and turned it back about half turn. I think it was about 1.5 turns total. Will report back with what happens.

got litle to do with the element , old vs new ...
after 4500engine rpm , superpumps need some extra´s like main galery presurization, and so on... a 160cc pump at 1000 pump rpm might not deliver 160cc at 3000 pump RPM unless force feed...
but i dont think that is the problema of turbo tim , it might well be the set up , or some simple thing as a leak ...
but anyhow having 2 bar in a single set up , is not that bad...

after 4500engine rpm , superpumps need some extra´s like main galery presurization, and so on... a 160cc pump at 1000 pump rpm might not deliver 160cc at 3000 pump RPM unless force feed...
but i dont think that is the problema of turbo tim , it might well be the set up , or some simple thing as a leak ...
but anyhow having 2 bar in a single set up , is not that bad...

Woohoo! 38psi! It also smokes way more at part throttle witch is weird. Shall I try turning up max fuel now also?

I should also mention since someone asked....fuel pressure is 10psi and goes up on 1 to 1 under boost so should be roughly 48 psi.

I know this is old but I had hx35 not building much boost took the turbo off a few times and looked for boost or exhaust leaks took a month to find out it was my fuel filter needed replacing. After new filter 38psi and breaking tires loose at 50mph.
